China releases AI safety governance framework

On September 9, 2024, China’s National Technical Committee 260 on Cybersecurity released the first version of its AI Safety Governance Framework (the Framework), which was formulated to implement the Global AI Governance Initiative. The Framework acknowledges that Artificial Intelligence (AI) is “a new area of human development” that “presents significant opportunities to the world while posing various risks and challenges.” Aimed at addressing the safety, ethics, and social implications of AI, the Framework is designed around a “people-centered approach” and the “principle of developing AI for good.”
The Framework outlines principles for AI safety governance, classifies anticipated risks related to AI, identifies technological measures to mitigate those risks, and provides governance measures and safety guidelines. Our alert provides a detailed summary of the Framework.
